Vero Beach Seawall Referrals for Home Inspectors

Give the next professional a clear starting point: what you observed, where you observed it and which parts of the seawall remain outside your inspection.

Refer a seawall concern
01 · What you inspect

State the inspection limits at this property.

Check the agreement and inspection standard governing your assignment before describing what is included. Record whether your view was limited to the yard, cap and accessible wall ends. Do not imply that a walk-through established the condition of submerged panels, buried tiebacks or supporting soil.

The shoreline setting belongs in the report. A canal wall beside a dock, an exposed lagoon edge and oceanfront armoring raise different questions. Note the setting and access limits without assigning a cause, permit status or design adequacy beyond your scope.

02 · Useful observations

Make the observations repeatable.

  • Locate each concern by a fixed feature: the south wall end, a particular joint or a position shown on the site sketch.
  • Record the date, recent rain reported by the owner and visible water conditions. Separate reported history from your observations.
  • Photograph displaced joints, exposed reinforcement and soil depressions from a safe position; do not probe voids or open structural components.
  • State whether docks, vegetation or water levels concealed part of the wall.

SJRWMD describes the lagoon as strongly influenced by wind. A low waterline in a photograph provides context, but does not establish the wall’s surveyed elevation or condition at other water levels.

03 · Specialist handoff

Refer the unanswered question, with the evidence.

Share a concise question such as “What is causing settlement behind these two joints?” together with client authorization, photographs and available drawings. The Bureau of Reclamation’s repair guidance emphasizes identifying the cause and extent of concrete deterioration before selecting a repair.

Ask whether the next step needs engineering, underwater access, survey work or other investigation. Identify who receives findings and arranges entry. Keep the original observation separate from any later diagnosis so the client can understand how the conclusion was reached.

Check your inspection standard.

The ASHI Standard of Practice does not require seawall, break-wall or dock inspection in its minimum exterior scope; additional services may be agreed. Check the standard and scope named in your agreement.

What to ask for in a seawall condition report

Confirm the type of assessment and written report with the professional you choose, including the scope and delivery date. Ask for dated photos, findings, recommended repairs and a list of areas that could not be inspected.

Ask whether the assessment covers the wall panels, concrete cap, joints, supports and ground behind the wall. Buried anchors and underwater areas may need extra investigation. If you need a repair budget or an estimate of remaining life, discuss that before the visit.

Request report pricing. Confirm the scope, price and availability directly with the professional before relying on a visit or report date.

See the InterNACHI waterfront inspection standard for examples of what a visual inspection covers.

Check the right wall measurement.

Thinking about raising or replacing the wall? The height guide explains which survey measurement to use and where to check local requirements.

Common questions

Should I diagnose anchor failure from a leaning wall?

Describe the displacement and its location. Several mechanisms may need investigation; a visible symptom alone does not establish a concealed anchor defect.

Can I send photographs with the referral?

Obtain client permission, include original dates and agree on a private transfer method. Avoid including unrelated personal details.

Does a referral extend my inspection scope?

Document the referral and its purpose. Your agreement and applicable standard still define the inspection you performed.

What if the edge appears unstable?

Keep people away and communicate the concern promptly. Immediate danger calls for local emergency assistance rather than waiting for a routine appointment.

Does a soil void establish that foam injection is suitable?

No. Record the location and visible pattern, then ask a qualified professional to investigate the soil-loss path, wall movement, drainage and structural connections. A fill product does not diagnose or repair every cause.

Distinguish the symptom from a drainage diagnosis.

In a lagoon-side yard, record whether settlement follows a wall joint, whether a depression is new and what rainfall or water conditions the owner reports. USACE engineering guidance explains that retained groundwater can increase landside pressure and that drainage filters must also retain soil.

Those principles support a referral question, not a diagnosis from one visit. New soil loss might need structural, drainage or geotechnical investigation. Document the visible pattern and leave drain opening, drilling or excavation to the professionals responsible for the assessment.

Match the referral to the unanswered technical question.

If the issue calls for engineering judgment, verify the named professional through the Florida licensing resources linked by FBPE. Give that professional the observations, scope limits and available local drawings. Vero Beach’s code-compliance application requests engineer-sealed drawings for residential docks and seawalls when that submission applies.

An earlier sealed plan can help explain intended construction; it does not certify the current condition. Ask the specialist what additional evidence is needed before discussing a repair method.
