An address search is a starting point. Collect the approved scope, plans and final inspection record so a professional can compare the paperwork with the wall.

Write down the parcel ID first

Use the county GIS gallery and your tax record to confirm the parcel and municipality. Record both the street address and parcel ID. A community name, postal city or ZIP code can cross a permitting boundary.

Use a specific records request

Adapt this request to your property

“For [address and parcel ID], please help me locate seawall, bulkhead and dock permit records, including older records under previous addresses or owners. I am seeking the issued permits, approved plans and revisions, inspection history and final closeout records. Known permit numbers or approximate work dates: [details].”

Send it to the relevant records office; do not assume a portal search includes every historical document. If a file is unavailable, keep the office’s response with your search notes.

Keep city and environmental approvals alongside it

For a city parcel, obtain relevant Vero Beach planning/code-compliance records as well as the county permit file. Ask for state and federal authorizations when required. A building record does not necessarily contain the complete shoreline approval history.

Keep three different questions separate

Was work authorized?

An issued permit identifies an approved scope. Read the plans and revisions to understand which wall sections it covered.

Was that scope closed out?

The inspection and final status help document completion. A contractor invoice answers a different question.

What condition is it in now?

Past approvals do not establish today’s condition. Give the records to the assessor to compare with the structure on site.

Ask the assessor to reconcile the file with the site

  • Mark missing documents instead of filling gaps with assumptions.
  • Separate permitted plans from estimates and sketches.
  • Flag differences in wall alignment, dock attachments and outlets.
  • Ask whether concealed supports can be verified from the record.
  • Keep an unresolved-items list for the next owner or project team.

For a transaction, use the buyer guide. For a repair, carry the file into the assessment brief.
