Vero Beach Marina Seawall and Bulkhead Planning

Plan the bulkhead as part of an operating waterfront. Describe the structure, connected facilities and activities that the investigation and construction must account for.

01 · Operating needs

Map the working waterfront before discussing phases.

  • Identify bulkhead segments, docks, ramps, slips and known movement or loss of backfill.
  • Mark shore power, fuel, water, communications and buried services; identify who controls each system.
  • Show vessel routes, waterside equipment access, deliveries and customer or staff routes alongside the wall.
  • List events, tenant commitments and operational restrictions as planning inputs, with dates subject to review.
  • Include environmental authorizations, approved drawings and known limits on facility use.

Distinguish repair from any proposed expansion, relocated slip or changed utility. A vague combined description can obscure the investigation and approval questions.

02 · Design questions

Account for loads and connections beyond the visible wall.

Show the engineer which docks or structures connect to the bulkhead and where pavement, equipment and utilities sit behind it. Ask which concealed or underwater components need examination and how findings will be recorded by segment.

Do not transfer a residential repair assumption to a working marina. Request a scope explaining the structure, access method and affected facilities. If injection or patching is proposed, ask which problem it addresses and what evidence supports the remaining wall’s capacity. A material name alone does not answer those questions.

Review assessment questions
03 · Approvals & phasing

Plan approvals alongside operating access.

The county/city checklist calls for separate dock and seawall applications. Identify utility or facility changes clearly and ask which approvals each requires. For Indian River County, DEP Central District is the current state district contact; federal regulatory questions start with the USACE Cocoa Permits Section.

Document who prepares applications and controls waterside staging. Lagoon habitat can affect access and methods, so include vegetation and submerged-land questions before fixing the sequence. Request a phase plan showing slip restrictions, utility interruptions and temporary public routes. Confirm dates after responsible parties review these constraints.

Common questions

Can the marina remain open throughout the project?

Ask for an operations plan tied to the actual work. Safe access, utility isolation and vessel movements determine which activities can continue.

Are dock connections included in a bulkhead quote?

Only if the scope says so. Identify dock, electrical, water and fuel work separately and confirm responsibility for each system.

Does an existing permit authorize expanded use?

Review the approved scope and conditions with the agencies. Repair, added structures or changed use may raise different approval questions.

Can work avoid the busiest season?

Give the team your calendar and restrictions. Dates remain preferences until investigation, approvals and the work plan establish a feasible schedule.

Will a dock application cover the bulkhead as well?

Do not assume it will. Indian River County’s county/city checklist calls for separate dock and seawall permits. Map the connected structures and ask each reviewing authority how the complete work package should be submitted.

Use the current federal permit documents.

The 2026 Nationwide Permit 13 became effective March 15, 2026. Jacksonville District also issued final regional conditions, including Florida’s requirements for the applicable state permit or exemption and sovereignty submerged-land authorization before construction.

The state’s blanket certification does not cover every shoreline feature or footprint. Have the project team compare the actual proposal with the complete national and regional conditions and identify any other required route. Do not use an expired 2021 permit summary as the facility’s current authorization.

Put water observations and fixed elevations on the same plan.

Ask for fixed survey elevations to identify the datum, and record observed water levels with their date and conditions. NOAA cautions that local tidal datums cannot simply be transferred between places with different water conditions. SJRWMD also notes the importance of wind in lagoon water movement.

This helps the team distinguish the surveyed bulkhead and dock geometry from one day’s operating conditions. It does not set safe vessel clearance or a design water level; those questions belong in the facility’s project-specific assessment.
