Which policy, which property, which cause of loss?

By Vero Beach SeawallUpdated: 2026-10-27

Read the actual policy and ask for a written answer. Flood coverage for a house does not automatically include the freestanding seawall beside it.

Start with the named property and policy form

Standard NFIP coverage generally excludes seawalls, bulkheads, piers and similar property outside the insured building. That is not a statement about every private policy or endorsement. Identify the insured property, policy form, endorsements and alleged cause of loss before deciding what to claim.

Do not assume a support exception applies

FEMA claims guidance distinguishes certain retaining structures that directly support and form an integral part of the insured building’s foundation. That narrow issue does not make a typical freestanding seawall covered. Ask the adjuster which policy language and engineering evidence would be relevant.

What if both the house and seawall are damaged?

List the house, contents, dock and seawall separately in the damage record. Identify their locations in photographs and ask which policy or coverage, if any, applies to each.

Is it covered, and what documentation is required?

An NFIP exclusion for a freestanding seawall does not itself decide a separate building claim. Conversely, a covered building loss does not automatically make the adjacent seawall covered.

Build a dated evidence file

  • Policy declarations and applicable endorsements.
  • Original photographs before and after the event.
  • Prior condition reports, permits and repair history.
  • A professional assessment with its inspection limits.
  • Temporary protection receipts and proposed permanent work.

Keep the description factual: state what changed and when it was observed. Ask the insurer how to preserve evidence before alterations.

Send questions that can receive a specific answer

A written coverage request
QuestionInclude with it
Is this wall insured under this form?
Address, wall location and policy number.
Which exclusion or endorsement applies?
The relevant policy documents.
What evidence is needed about cause?
Dates, photographs and professional findings.
What should happen before repairs?
The proposed temporary and permanent scopes.
What deadlines or review options apply?
The written claim correspondence.

For a purchase, ask about the wall before closing; do not rely on the seller’s claim history as proof of future coverage.

A message you can adapt for your insurer

Subject: Coverage and documentation questions for [property address]

My policy number is [number]. The structure in question is [describe wall and location]. I observed [factual change] on [date]. I have [photos, prior reports and repair records].

Please identify the policy form and provisions that apply to this structure and claimed damage. What evidence, forms and deadlines are required? Is an inspection needed before proposed permanent work? How should I document any urgent protective measures? Please confirm the submission method and provide the response in writing.

Use a private channel supplied by your insurer. Replace the brackets with facts you know; leave the cause unconfirmed if it has not been established. Keep the response with the claim record.

What should you do with the insurer’s reply?

Save the reply beside the policy and your evidence. If it leaves a question unresolved, ask for that point to be answered before treating the discussion as complete.

The seawall is excluded.
Which provision applies, and are any separate building or contents items still being reviewed?
We need more evidence.
Which records, from whom, by what date and through which submission channel?
An inspection is needed.
What access is needed and how should urgent safety measures be documented?
A repair amount is offered.
Which damaged items and work does the amount address, and what remains outside it?

Record the next action, the person responsible and the agreed follow-up date. An insurance response does not replace structural design or permit review.
