Ask what the site can support
DEP recognizes living shorelines and combinations of natural and structural protection. Suitability depends on conditions such as wave exposure, substrate, available room and habitat. A sheltered edge and a constrained wall supporting developed land can require very different solutions.
Which site conditions change the conversation?
NOAA identifies sheltered estuaries and bays as candidates for living shorelines. It also calls for site analysis before choosing a design. A lagoon address alone does not establish that the site is sheltered or has room for a particular treatment.
| Situation | What needs evaluation |
|---|---|
Low bank with room along the edge | Elevation, soils, erosion pattern and vegetation establishment. |
Open exposure or frequent vessel wakes | Wave conditions and whether a hybrid approach is appropriate. |
Existing wall beside a pool, patio or other improvement | Retaining function, available footprint and effects of changing the wall. |
Mangroves or submerged plants in the work area | Habitat boundaries, avoidance and authorized access. |
These examples identify questions, not suitable designs. Keep the existing structure in the assessment until a qualified professional has evaluated any proposed change.

Compare the footprint as well as the material
| Approach | Questions to resolve |
|---|---|
Vegetated shoreline | Is there room, suitable elevation and a viable establishment plan? |
Oyster or other habitat element | Is the location appropriate, permitted and maintainable? |
Riprap or hybrid treatment | How far does it extend, and what habitat or navigation impacts result? |
Retaining a vertical wall | What structural repair is needed and can habitat measures fit the approved footprint? |
Identify vegetation and submerged habitat first
The regional aquatic preserves include both the Malabar-to-Vero Beach and Vero Beach-to-Fort Pierce reaches. Confirm the boundary and submerged-land status for the project rather than assuming every nearby parcel has identical conditions.
Mangrove and aquatic-plant rules also affect access and installation. Ask for a site review before clearing vegetation or placing materials.

Which permit route fits the whole design?
Ask about the applicable route for the complete proposal, including planting, fill, reef or rock elements and construction access. Nationwide Permit 54 addresses living shorelines; bank-stabilization proposals may raise a different route, such as NWP 13. A permit’s name is not a finding that your project qualifies.
Jacksonville’s 2026 regional conditions require the relevant state authorization and submerged-land permission for NWP 54. Florida’s blanket certification excludes specified materials, unvegetated pocket beaches and certain footprints. Have the agencies review any element outside those conditions rather than treating it as automatically allowed or prohibited.
Keep the national permit’s dimensions and reference lines separate from Florida’s certification conditions. Ask the project team to record which approvals cover each element.

Ask what happens after installation
- Who checks establishment and replaces failed planting?
- What inspection or monitoring record is required?
- How are erosion, displaced materials or access problems handled?
- What is included in the price and follow-up scope?
Use the habitat checklist and quote comparison before selecting a method.
What does a nearby public project teach?
Sebastian’s 2024 city packet described the Riverview Park kayak-launch living shoreline with oyster reef-ball breakwaters and quarterly monitoring. February 2026 board minutes discussed an extension and the DEP and Army Corps permit process. These are dated project records, not confirmation of the extension’s present construction status.
The practical lesson is to ask for three parts in your own proposal: the site design, the approval responsibilities and the follow-up plan. Who checks establishment and displaced materials? Who decides whether corrective work needs approval? What records will the owner receive?
The park’s design and monitoring interval do not automatically fit a private wall. NOAA likewise treats monitoring and maintenance as part of the project.
