Buying a Vero Beach Home: Seawall Checklist
Treat the seawall as its own part of your waterfront purchase. Check the structure you are buying, the ground it retains and the records supporting its history.
Build the wall’s history, not just a folder of receipts.
Ask the seller for the survey, original or replacement drawings, permit numbers, completed inspection records and invoices describing previous work. Match dates and locations: a cap repair, joint sealing and full replacement are different projects.
Confirm who owns the shoreline structure and whether an association controls maintenance or access. Ask your advisers to resolve shared boundaries or responsibility questions. Keep those answers beside the physical inspection rather than assuming a waterfront lot includes every adjoining structure.
The local dock and seawall checklist calls for separate applications. A dock permit in the sale file is not a substitute for the seawall’s records.
Use the inspection period to resolve the expensive unknowns.
Check whether the home inspection includes the seawall. Give the appointed professional your contract deadline and ask what can be inspected from land, water and available records. Request clear limits on conclusions about concealed anchors, soil support and underwater components.
Classify the waterfront before discussing replacement. DEP’s CCCL program concerns the sandy oceanfront beach-dune setting. Lagoon projects follow a different permitting assessment. A proposal that looks simple from the yard may need different approvals than you expected.
Compare complete repair options.
Ask for a written scope tied to the actual findings. Identify the affected length, proposed repair, access route, dock interference, landscape restoration and work still requiring design. Put written prices into the budget planner and keep unpriced items visible.
For a proposed cap increase, request the surveyed elevation and datum, drainage implications and basis for the new height. Discuss allowances, timing and ownership questions with your transaction advisers. A generic price per foot cannot resolve those property-specific decisions.

An inspection can help answer the questions you were unsure about.
An on-site inspection is needed to assess the wall’s condition. These answers help you explain what you have noticed.

What this check is based on
The questions cover signs shown in the City of Holmes Beach seawall manual (pages 5–13): soil loss, wall movement, open joints and damaged concrete.
What to ask for in a seawall condition report
Confirm the type of assessment and written report with the professional you choose, including the scope and delivery date. Ask for dated photos, findings, recommended repairs and a list of areas that could not be inspected.
Ask whether the assessment covers the wall panels, concrete cap, joints, supports and ground behind the wall. Buried anchors and underwater areas may need extra investigation. If you need a repair budget or an estimate of remaining life, discuss that before the visit.
Request report pricing. Confirm the scope, price and availability directly with the professional before relying on a visit or report date.
See the InterNACHI waterfront inspection standard for examples of what a visual inspection covers.
Check the right wall measurement.
Thinking about raising or replacing the wall? The height guide explains which survey measurement to use and where to check local requirements.
Common questions
Is a straight-looking wall enough reassurance?
Appearance alone cannot establish buried or underwater condition. Ask which components were checked and what remains uncertain.
Can I use the seller’s earlier report?
Review its date, scope and limitations. Ask the author whether you may rely on it and whether an update is appropriate.
Does a flood-map elevation set the wall height?
A building flood elevation does not establish a universal cap requirement. Ask the surveyor, engineer and permitting office about this wall and proposed work.
Should I budget from a neighbor’s project?
Use other projects to form questions, then obtain scope and pricing for this property’s structure, access, approvals and restoration.
Can I compare the wall top with a seller’s flood elevation?
Only after identifying what each number measures and its vertical datum. A building flood elevation is not automatically a seawall cap requirement. Ask the surveyor and designer to explain the property’s measurements.
Read the survey and flood map as different documents.
Indian River County identifies January 26, 2023 as the effective date of its updated flood maps. Check the property’s current panel, but keep building flood elevations separate from the seawall’s top-of-cap elevation.
For the cap, ask for the number, unit and datum on the survey. NOAA distinguishes NAVD88 from local tidal datums; an elevation without its reference is incomplete. Do not assume a rule or cap height quoted for another Florida city governs this purchase.
Check whether your improvement idea changes the scope.
Tell the assessor about plans to extend a dock, replace the wall or alter planting along the lagoon. DEP lists aquatic preserves on both sides of Vero Beach, and protected mangroves or submerged vegetation can affect how work is evaluated.
Do not treat removal of shoreline vegetation as ordinary yard cleanup. Ask which habitat, access and approval questions need resolution before relying on a repair allowance. A regional map provides context; the actual parcel and proposed footprint still need review.
